The Technologies for African Agricultural Transformation (TAAT) is a program initiated by the African
Development Bank (AfDB) as part of its Feed Africa Initiative. The main objective of the program is to
improve the business of agriculture across Africa by raising agricultural productivity, mitigating risks and
promoting diversification and processing in 18 agricultural value chains within 8 Priority Intervention
Areas. The program will be implemented by IITA in close collaboration with other CGIAR Centers,
FARA, AGRA, national agricultural research and extension systems and private sector partners. It will
involve close partnership between the AfDB and other developmental partners such as the World Bank,
BMGF, USAID and others. The Clearinghouse (CH) will be set up to operate as a semi-autonomous
component of the Program. The objective of the CH will be to take proven agricultural technologies to
scale in a commercially sustainable fashion through the establishment of a mechanism to facilitate
partnerships and provide access to expertise required to design, implement, and monitor progress of crop,
livestock, and aquaculture campaigns.
Position Responsibilities
The tasks of the Monitoring and Evaluation Specialist will include:
Main Responsibility
• Reporting to the Head of the TAAT Clearinghouse, the M&E Specialist will ensure the effective and
efficient monitoring and evaluation of all TAAT Compact activities within the Program. This will be
done in close collaboration with the M&E staff of the different lead implementing institutions.
Specific Duties
• Coordinate and support the implementation of the monitoring and evaluation tools and the
performance measurement framework within the value chains.
• Use advanced monitoring tools aligned with the Bank’s Agricultural Transformation Agenda
indicators to ensure day-to-day effective performance measurements.
• Develop a robust Results-Based Framework for Monitoring and Evaluating of TAAT activities with
the value chains and use for easy comparison of value chain results and performances.
• Closely follow the TAAT Results-Based M&E Framework and related Implementation Progress
Reporting (IPR) tools within each value chain to collect and document value chain activity data for
use in measuring output, outcome and impact.
• Assess the effectiveness and efficiency of value chain activities to determine measurable, outputs and
outcomes.
• Assess and regularly report on key TAAT Program innovations and technologies, major constraints
